To keep the beginners on the righteous path, masters lured them with luxuries of the heaven. But such beginners also needed threat if they did not accept the right path. The concept of Hell was hence a continuation a long accepted model of punishment as used by many religions prior to the rise of Buddhism.

A dreadful hell is painted and visualized to motivate people on the right path. Sanatan Dharma calls earth itself as “Narak-lok” suggesting the fact that cycle of life and death is in fact the hell.
